Preparing a Damage-Assessment Enquiry

After reported damage, owners, insurers and other parties may need different information from an assessment. A useful first enquiry identifies the equipment, the commissioning party and the question to be answered. It does not investigate the incident, determine liability or prescribe how evidence should be physically collected.

Clarify who is requesting the assessment

State whether the enquiry is from the owner, an authorised representative, an insurer or another party. Identify who can approve the proposed engagement and who is intended to receive the report. Where instructions come through several people, ask which written request governs the scope.

Describe the question in neutral terms. An assessment of recorded damage, a request for further information and a commercial repair enquiry are not interchangeable. Avoid promising that a single report will satisfy every stakeholder or resolve a claim.

Separate three kinds of information

First, list existing recorded observations with their source. Second, identify accounts supplied by other people and attribute them. Third, list assumptions or unresolved questions separately. This prevents an early interpretation from becoming a supposed fact as the file is forwarded.

Use dates and times as recorded, marking approximations. If two accounts conflict, keep the conflict visible. Do not reconcile it by choosing the account that best fits a preferred explanation.

An enquiry summary

  • Asset identity and current location as known.
  • Commissioning contact and authority to share records.
  • Short neutral description of the reported damage.
  • Existing report, image and correspondence references.
  • Known limitations or conflicting information.
  • The requested assessment question and intended report audience.

Index existing material without changing its meaning

List photographs and documents with their creator or supplier, date where known and asset reference. Keep originals available through an appropriate agreed channel. If a copy is redacted or annotated, label that fact and retain the original separately.

Do not move equipment, recreate an event, access damaged areas or conduct tests to improve an enquiry. This article gives no incident-response or evidence-preservation procedure. Follow the responsible site and professional instructions already applicable to the situation.

Ask what can be scoped from the current file

The provider may need to clarify instructions before proposing attendance or further assessment. Ask which deliverables are contemplated, who will coordinate access discussions and how limitations will be documented. Keep claim handling and legal questions with the appropriate parties.

A preliminary enquiry cannot establish causation, liability, repairability or fitness for service. Its value is in giving the assessor a reliable starting point and a clear question, without embedding an unsupported conclusion in the brief.
